White House-Led Commitments and Challenges to Raise Private Sector Ambition Ahead of COP26

Electrifying US Transportation: Federal and corporate fleet electrification commitments supplemented with a zero-emission vehicle (ZEV) sale target for new passenger vehicles by 2030

Contributors: Helen Clarkson, Vartan Badalian

Summary: Proposes that, ahead of COP26 and NYC Climate Week 2021, the federal government should: 1) commit to converting its light-duty vehicle (LDV) fleet to electric by 2030 and its medium-duty vehicle (MDV) and heavy-duty vehicle (HDV) fleet by 2045; 2) call on companies to make the same commitment via EV100, a global initiative bringing together forward-looking companies committed to accelerating the transition to ZEVs. Companies committed to EV100 must convert their fleets to electric and/or deploy charging infrastructure by 2030; and 3) announce a 2030 target date for 100% ZEV sales for all new passenger vehicles

Companies Convene for Net Zero Summit

Contributors: Elizabeth Sturcken, Betty Cremmins, Tim Carey, Jonathan Atwood, Lou Leonard

Summary: Proposes that the White House should coordinate with leading companies to create a “summit” between the new administration and those corporations who have set the most ambitious climate targets (e.g., time-bound net zero targets, 3rd-party verified science-based targets). Areas of focus would be: 1) identifying the biggest barriers to companies reaching their ambitious targets and how those barriers could be overcome; 2) specific ‘rifle shot’ policies that can unlock barriers to implementing ambitious corporate climate goals; and 3) incentives and pressure that will scale up company participation in existing initiatives to set science-based climate targets, drive implementation, and foster corporate climate policy advocacy.

Galvanize US Non-state Actors to Lead/Win the Race to Zero

Contributor: Jennifer Austin

Summary: Proposes that the White House publicize, and encourage adoption of, the campaigns (outlined below) organized by COP Climate Champions, and set goals for the number of US non-state actors that have committed to each campaign by COP26 in Nov 2021 and by the global stocktake in 2023. The three campaigns organized by the COP Climate Action Champions are: 1) The Race to Zero: in which actors commit to net zero no later than 2050 through existing, transparent, third party validated initiatives; 2) The Race to Resilience: in which actors commit to actions to increase people’s resilience to climate impacts through third party, transparent initiatives; and 3) Sector Breakthrough Challenge: in which relevant stakeholders across sectors develop a clear science-aligned pathway to achieve net zero, and a critical mass of influential actors across the system commit to doing their part to collectively accelerate transformative, systemic change.
